Mundelein Board Approves Temporary Outdoor Seating Permits to Assist Local Restaurants Increase Capacity in Phase 3 Restore Illinois Plan

To support Mundelein businesses in advance of the implementation of Phase 3 of Governor Pritzker’s Restore Illinois plan, Mayor Lentz put forth Executive Order 2020-04 allowing temporary outdoor seating in public areas.  The Board of Trustees reviewed the Executive Order at a special Board Meeting held on May 27, 2020 in preparation for Phase 3 implementation on Friday, May 29.

A temporary outdoor seating area is defined as a space provided by a restaurant, tavern/bar, winery, or brewery upon the same property or upon the public right-of-way adjacent to the business or within reasonable proximity to the business. This temporary outdoor seating area will contain tables and chairs for seating and will be delineated with temporary barriers at the perimeter of the defined seating area.

This no fee permit is required to allow for the establishment of a temporary outdoor dining area.  Following the issuance of a permit and the establishment of the temporary outdoor dining area, the Village of Mundelein will inspect the temporary outdoor seating area for compliance with the approved plans prior to its use.

"We know our restaurants are hurting right now, due to the pandemic, and we want to find every way possible to help them through this crisis,” Mayor Steve Lentz said. “The outdoor seating areas established under this permit will increase restaurant capacity, ensure adherence to proper physical distancing requirements, and, hopefully, give these businesses the boost they need right now," he added. 

The temporary outdoor seating must meet the requirements of the Mayor’s Executive Order 2020-04 which include:

  1. No more than six (6) patrons may be seated as a party.
  2. Tables must be positioned six (6) feet apart.
  3. A Village of Mundelein issued liquor license is required for the sale of alcohol.

Who Can Apply?
Restaurants, dining establishments, breweries, and microbreweries provided such businesses comply with the guidelines specified in the Executive Order 2020-4.

How Can I Apply?
Complete the Temporary Outdoor Seating Permit Application and submit it to the Village with all the necessary attachments. Please review the Temporary Outdoor Seating Policy prior to submission. You can submit it in person or by mail to Mundelein Village Hall located at 300 Plaza Circle, Mundelein, IL 60060. You may also email the completed application to or upload it to the Online Application Submission Portal. Paper applications are available for pickup at the lower level entrance vestibule at Mundelein Village Hall.

How Soon Will I Receive an Approval?
Upon the Village receiving the application, an approval should be granted within no more than 5 business days. 

When Can I Set Up the Outdoor Seating Area?
Once the permit is approved and the licensee has complied with the specified requirements, businesses can begin the set-up.

What if I Decide to Add More Tables and Chairs?
Please contact the Village to have the application amended.

When Does the Outdoor Seating Permit Expire?
The permit will expire when the Governor lifts the Executive Order restricting restaurant capacity.

How Do I Apply to Have Outdoor Seating in the Parking Lot or Other Space?
If a business wishes to pursue placing tables and chairs in a parking lot, add fencing around the seating area and/or tents to protect patrons from the elements, this requires a review of the available site parking requirements and additional safety measures for the public, before a final formal approval will be issued. 

Do I Need to Apply for the Outdoor Dining Permit if I Have an Existing Outdoor Seating Area?
Establishments with existing permitted outdoor seating areas do not need to apply for temporary outdoor seating permit.
