Mayor Signs Executive Order Allowing Off Premises Sales of Mixed Drinks, Cocktails

Today, Mayor Steve Lentz signed an Executive Order allowing Mundelein liquor license holders to offer off-premises sales of mixed drinks and cocktails with to-go orders, effective immediately. This is an addendum to the Village of Mundelein’s March 16,2020 Emergency Declaration in response to the COVID-19 crisis.

On June 2, 2020, the Illinois Liquor Control Commission, issued a COVID-19 related action regarding the sales and delivery of "To Go" Mixed Drinks/Cocktails" indicating that a State of Illinois retail liquor license holder may sell and deliver to go, mixed drinks/cocktails for off-premises consumption pursuant to certain conditions.

To this point, Mayor Lentz, the Board of Trustees, and the Village’s Liquor Commissioner determined that allowing off premises sale for delivery and carry-out of mixed drinks and cocktails for current liquor license holders will help local restaurants begin the recovery process from the devastating financial impact of COVID-19.

Sales may only accompany carry-out and delivery food orders and shall include no more than 2 bottles of wine, 2 - 6 packs of beer, or mixed drinks or cocktails to accompany a full carry-out or delivery order for any one order/home address. Liquor license holders selling alcoholic liquor for off-premises consumption must abide by all laws, rules, and policies established by Executive Orders of the Governor, the Illinois Liquor Control Act, Illinois Liquor Control Commission Rules and all local ordinance and policy that apply to packaged sales or "to go" sales.

Under this Executive Order, the following classes of retail liquor license holders shall be permitted to sell and deliver the alcoholic liquor designated in the retailer's liquor license for consumption:

A, AI, F, FB, G, H, N1, VG, VGI

In all other respects, the Village of Mundelein's liquor ordinances, regulations and policy shall remain unchanged and all liquor license holders are expected to continue their compliance with state and local law and ordinance and the terms of the liquor licenses issued by the Village.
