The Finance Department ensures the fiscal integrity of the Village by developing, maintaining, and administering all programs related to the accounting of municipal revenues and expenditures. The Department also manages purchasing, prepares financial and budget reports, directs water billing, and administers the municipal payroll and pension systems. Mundelein’s Finance Department adheres to legal, moral, and professional standards of conduct and practice for the public benefit.

Financial Documents & Information
The Finance Department works to ensure that invoices for services rendered to the Village are paid in a timely manner. Upon receipt of an invoice, the Finance Department confirms with the appropriate department that the service or product has been claimed and seeks authorization from that department for payment. Payments typically are processed bi-weekly once approved by the Board of Trustees.
The Village of Mundelein’s fiscal year runs from May through April. The budget represents the Village's spending plan for the upcoming fiscal year and contains detailed cost information regarding Village programs and activities. The budget and the review process are organized by Department. The budget review process typically begins internally in November with the discussion of goals, parameters and guidelines for the budget. The Village Manager then works with department heads to develop proposed budget levels.
The Village Manager's proposed budget is submitted in Mid-March to the Mayor and Board of Trustees for review, and notice of availability made to the public. The Village Board typically holds several sessions to review the proposed budget for the next year. The budget review process concludes with a public hearing before the Board in April and the adoption of the budget at the first Board meeting in May.
The Village of Mundelein budget document includes 5 years of revenues and expenditures for all funds and departments.A five-year capital improvement plan is also included as part of the annual budget process.
The Village of Mundelein depends on a wide range of taxes and fees to support public services. The largest sources of funding are property taxes and sales taxes. Rates and collection amounts vary from year to year.
The Finance Department prepares and keeps all financial records.The department also directs and coordinates all accounting and financial work, formulates and coordinates financial management policies, and manages and monitors investments. The department also prepares the payroll, processes invoices, pays bills, and generates water/sewer billing.

The Finance Department monitors over 20 funds including the following:
- Corporate Fund: Funds can be used for any purpose authorized by the Village Board.
- Water/Sewer Fund: Fund accounts for the operations and capital activities of the Village’s Water/Sewer system.
- Road & Bridge Fund: Funds may only be used for road and bridge-related expenditures and liabilities.The Village dedicates these funds to the annual Street Improvement Program.
Residents and property owners are billed every other month for their water usage. A minimum bill (6 Units) is charged to all accounts each billing period to partially cover fixed costs of operations. One billing unit is equivalent to approximately 750 gallons. A $5 account set-up fee is charged to all new accounts on the first bill. Payment may be made via a return envelope included with each bill, through an account debit, online or in person at Village Hall. A 24 hour payment drop box is also available in the circle drive outside the Village Hall for your convenience.

The Storm Water Fee is a flat utility fee that is used to mitigate flooding issues throughout the Village and maintain our stormwater system. The fee is based on parcel size, with the minimum set at $3 per month or $6 per bi-monthly bill. Mundelein offers a $16 senior citizen discount per billing period if usage is 15 units or less. Persons 65 years or older, living within the Village of Mundelein, may qualify for this discount.
